Sergio Osmeña Sr. is one of the 25 component municipalities of Zamboanga del Norte. It is a land locked mountainous municipality in the outskirts south of the province. It is forty-eight (48) kilometers from Dipolog City, the provincial capital and ninety (90) kilometers from Pagadian City, seat of power for Zamboanga del Sur. It is accessible by land only, traversed by the national highway connecting the provinces of Zamboanga del Norte and Zamboanga del Sur.

Based on the 2008 Community-Based Monitoring System, Sergio Osmeña Sr. has a total population of 30, 219 individuals and 5,507 households.
Barangay Biayon is the second largest barangay in Sergio Osmeña Sr. It is approximately three (3) kilometers away from the Poblacion. The mother barangay has nine (9) puroks namely: Purok Centro, Purok Everlasting, Purok Tribal, Purok Sebremar, Purok Gemalina, Purok Highway, Purok Eskwelahan, Purok Talaban, and Purok Bato Tiltil. It has a total land area of 1,023 hectares.

Based on the 2008 Community-Based Monitoring System, Barangay Biayon has a total population of 1,525 individuals. The total number of households is 338.

Majority of the residents are employed as farmers, laborers and unskilled workers. The type of industry or business commonly engaged in by the residents of the barangay is agriculture. The barangay has 3 day care centers and one elementary school. Majority of the residents are Christians, with Roman Catholics as the most dominant sector. Radios and televisions are the major source of information among the residents. Despite the poor coverage in certain parts of the baranagy, a number of residents also possess cellular phone which became their means of communication. There are two (2) modes of transportation from the barangay to Poblacion (vice versa) - habal-habal (motorcycle) and by the public bus.
